Leon Scott Kennedy recruited and trained to become a special agent for a special security agency. He is sent to Spain on a mission to rescue Ashley Graham, the daughter of President Graham, after she was kidnapped by a mysterious cult. Leon is sent to Valdelobos Spain, a mountainous region near Italy, with two Spanish cops. Mario Fernández Castaño and the driver stay in the car while Leon investigates a solitary house on the footpath to the village centre. On his radio, Leon gets a call from Ingrid Hunnigan, who introduces herself as his support operative. Leon enters the house and asks its sole resident, a middle-aged Spanish man, where Ashley is, showing him a photo of her. The man angrily tells Leon to leave before attacking him, forcing Leon to kill him. A truck then rams the police car down into the river, snapping the rope bridge and sending the officers to their deaths.
